Scope and maturity

Purpose

Identity Passport Specification v0.1 is a Working Draft for Public Comment. It specifies candidate identity and authority semantics and the observable behavior of resolving exactly one Subordinate Identity. It does not claim complete wire interoperability, independent implementation certification, or production deployment readiness.

IP-SCP-01 — Scope. A consumer may request current authorization for one exact Subordinate target. The operation does not create, select, grant, cache, or transfer authority. [ADRs 7D, 8C, 8G; canonical resolver contract, Purpose and Exact read capability.]

IP-SCP-02 — Semantic boundary. Implementations must preserve the abstract entities, authority rules, exact-target behavior, privacy boundary, and consistency result defined here, regardless of storage or transport. [ADRs 8A–8H; domain model and resolver contract.]

IP-SCP-03 — No interoperability claim. This draft does not define complete transport, serialization, issuer trust distribution, public error wire schema, or vectors. A compatible wire implementation cannot be inferred from semantic conformance. See OPEN-01, OPEN-02, OPEN-05, and OPEN-08.

IP-SCP-04 — Evidence boundary. Implementation tests and deployment reports are evidence about a named revision/profile; they do not define protocol semantics or establish production readiness by themselves. [ADR register; canonical validation plan and resolver contract.]

Examples and implementation notes are informative unless a clause explicitly marks an observable requirement.
